Eurozone leaders were locked in talks in Brussels late on Monday after Eurogroup officials suggested that an agreement could be reached this week on the basis of new economic proposals tabled by the Greek government.

Greece’s proposal foresees raising revenue from savings in the area of pensions and increases in taxes in addition to a range of economic measures that have been discussed over the past weeks with creditors.

Arriving at the Brussels summit, Prime Minister Alexis Tsipras appeared upbeat from early in the day. “I think this is time for a substantial and viable solution that would allow Greece to come back to growth within the eurozone,” he said.

Earlier in the day various European politicians offered radically different points of view on the contents of the Greek proposal. German Finance Minister Wolfgang Schaeuble indicated that, in his view, there had been no real progress since last Thursday’s Eurogroup. Finland’s Prime Minister Alexander Stubb was scathing too, noting that European ministers and leaders had “wasted air miles” in traveling to Brussels. European Economic and Monetary Affairs Commissioner Pierre Moscovici and French President Francois Hollande were typically more upbeat about the prospects for progress.

Finally, after a relatively short Eurogroup meeting, President Jeroen Dijsselbloem told a press conference that Greece’s proposal was indeed a “positive step in the process” and “welcome.” He said the proposal appeared to be “broad and comprehensive” and that it could be a “basis to really restart the talks.”

As technical-level talks in Brussels got under way, European Commission President Jean-Claude Juncker indicated after talks with Tsipras that he was gearing up for a deal by the end of the week but was cautious. “We have made progress over the last few days, but we are not yet there,” he said.

European Council President Donald Tusk, who called the summit in a stern message delivered by video last Friday, struck a notably brighter tone on Monday. “The latest Greek proposals are the first real proposals in many weeks although they still need… the assessment of the institutions and further work of course,” he said. “The most important thing is that the leaders take full political responsibility for the political process to avoid the worst-case scenario, which means uncontrollable, chaotic Grexident.”

German Chancellor Angela Merkel, who faces strong resistance on the domestic front to providing further aid to Greece, was more cautious than Tusk on her arrival in Brussels. “After the Eurogroup meeting there is no basis for a decision, so this can only be an advisory summit,” she said.

Prior to the summit, US Treasury Secretary Jack Lew urged Tsipras in a phone call to make a “serious move” toward reaching a deal with Greece’s creditors to avert “immediate hardship for Greece and uncertainties for Europe and the global economy.”

HUNDREDS of dogs have been saved from a brutal end, but China’s controversial Yulin Dog Meat festival has gone ahead, despite international outrage.

The festival, held in Yulin, southern China, has been branded “inhumane” with dogs plucked from the street or even loving homes, before being bludgeoned to death — or worse, being skinned and boiled alive.

Charity workers have saved hundreds of dogs (as well as cats) from meat traders as a global chorus calls for an end to the “brutal” event.

One Chinese woman paid about 7000 yuan ($A1450) to save 100 dogs from slaughter, web portal Netease reported. Yang Xiaoyun, 65, said she planned to rehouse the dogs at her home at Tianjin, nearly 2500 kilometres away from the festival’s horrors.

Despite the outrage, the festival has proved popular among locals, who have queued outside places such as the Yulin No. 1 Crispy Dog Meat restaurant. The large eatery sells the freshly slaughtered animals for around $A8.20 a kilogram, the International Business Times reports.

AUSTRALIA is in the midst of the “largest housing bubble on record” and when it bursts it will be a “bloodbath”.

This is the assessment of two housing economists who claim Australia is on track for a US and Irish-style collapse because of an oversupply of housing in the country.

In a frank and scathing submission to the upcoming parliamentary inquiry into home ownership which will begin this Friday, Lindsay David and Philip Soos criticise politicians and the housing industry for perpetuating the myth of housing shortages in major capital cities.

They claim there is actually an oversupply of housing, especially in Victoria.

Earlier this month, Treasurer Joe Hockey sparked debate when he denied the existence of a housing bubble, then told those struggling with housing affordability in Sydney to “get a good job that pays good money”.

Mr David and Mr Soos of LF Economics, which made the submission, also take aim at the banking sector and our taxation system, which they say has added to the problem.

They predict the “epicentre” of the collapse will take place in Melbourne where, they say, rents have not increased substantially for the past five years.

They also claim the failure of house prices to increase substantially in WA in recent years will trigger a similar collapse in Perth.

“Melbourne is primed to become the epicentre of a legendary housing market crash due to the combination of a staggering boom in real housing prices (178 per cent),” the submission says. “Perth is also in a serious predicament following price stagnation and substantial net income losses since the market peaked in (the first quarter of 2007). On average, investors purchasing after the peak have lost in terms of both prices and rental income.

“Other capital cities will experience a downturn, though not as large in percentage terms as Melbourne or Perth.”

Η Ιαπωνία επιβεβαίωσε τη Δευτέρα ότι τα φαλαινοθηρικά της θα επιστρέψουν φέτος στην Ανταρκτική, παρά τις διεθνείς αντιδράσεις για τον δήθεν «επιστημονικό» χαρακτήρα του κυνηγιού.

Η εμπορική φαλαινοθηρία απαγορεύεται με διεθνές μορατόριουμ, ωστόσο η Ιαπωνία εκμεταλλεύεται ένα «παραθυράκι» που επιτρέπει το κυνήγι για επιστημονικούς σκοπούς.

Την Παρασκευή, η Διεθνής Επιτροπή Φαλαινοθηρίας ανακοίνωσε ότι το Τόκιο απέτυχε να προσφέρει ικανοποιητική εξήγηση για τη «θανατηφόρο δειγματοληψία» σχεδόν 4.000 ρυγχοφαλαινών στην Ανταρκτική τα επόμενα δώδεκα χρόνια.

Στην πράξη, το κρέας των φαλαινών που σκοτώνονται στην επιχείρηση «θανατηφόρου δειγματοληψίας» καταλήγει στα ιαπωνικά εστιατόρια, μια πραγματικότητα που η Ιαπωνία δεν επιχειρεί να κρύψει.

Το κυνήγι φαλαινών στο Νότιο Ωκεανό είχε σταματήσει πέρυσι μετά την καταδίκη του Διεθνούς Ποινικό Δικαστηρίου, το οποίο έκρινε ότι η «θανατηφόρος έρευνα» της Ιαπωνίας είναι φύλλο συκής για το βιομηχανικό κυνήγι.

Φέτος, όμως, το Τόκιο επιστρέφει στην ίδια τακτική.

Όπως αναφέρει το Γαλλικό Πρακτορείο, ο διαπραγματευτής της Ιαπωνίας στην Επιτροπή Γιόζι Μορισίτα δήλωσε ότι το θέμα έχει πάρει πολιτικές διαστάσεις, καθώς οι ισχυρές κυβερνήσεις επιχειρούν να επιβάλλουν τα δικά τους ηθικά στάνταρτ, μια πρακτική «περιβαλλοντικού ιμπεριαλισμού».

«Για παράδειγμα, τι θα έπρεπε να κάνουμε αν η Ινδία γινόταν η μεγαλύτερη δύναμη του κόσμου και έλεγε “Μην τρώτε μοσχάρι”;» είπε.

Διαβεβαίωσε πάντως ότι η Ιαπωνία θα υποβάλει στην επιτροπή περισσότερα στοιχεία για τον επιστημονικό χαρακτήρα του προγράμματος.

Σε κάθε περίπτωση, πάντως, η επιτροπή δεν μπορεί να υποχρεώσει την Ιαπωνία να σταματήσει, δεδομένου ότι επαφίεται στις χώρες-μέλη να εκδίδουν άδειες ερευνητικής φαλαινοθηρίας.

Η φαλαινοθηρία είναι μια παράδοση αιώνων στην Ιαπωνία, πήρε όμως βιομηχανικές διαστάσεις τον Δ’ Παγκόσμιο Πόλεμο για να θρέψει τον πληθυσμό. Σήμερα, το Τόκιο διατείνεται ότι οι πληθυσμοί ορισμένων ειδών όπως η ρυγχοφάλαινα έχουν επανέλθει σε επίπεδα που επιτρέπουν το κυνήγι.

Η Ιαπωνία, εξάλλου, δεν είναι η μόνη χώρα που κυνηγά φάλαινες -η Νορβηγία και η Ισλανδία απλά αγνοούν το μορατόριουμ.

Προσερχόμενος στη σύνοδο των υπουργών Οικονομικών της ευρωζώνης, με αντικείμενο το ελληνικό ζήτημα, ο Γερμανός υπουργός οικονομικών Β. Σόιμπλε, όπως πάντα έρχεται με τις δηλώσεις του να γυρίσει το κλίμα στην απαισιοδοξία. “Δεν βλέπει πρόοδο, ούτε συμφωνία”,

“Δεν βλέπω χωρίς ουσιαστικές διαφορές να κάνουμε αυτό που πρέπει. Δεν υπάρχει τίποτα το νέο. Υπάρχει προσμονή, αλλά επί της ουσίας δεν έχει αλλάξει τίποτα”.

Σύμφωνα με τον Γερμανό ΥΠΟΙΚ, «η κατάσταση δεν είναι εύκολη, χωρίς σοβαρές προτάσεις. Δεν έχω λάβει ο ίδιος και το ΔΝΤ τις προτάσεις. Θα πρέπει όλοι οι θεσμοί να ελέγξουν την πρόταση και με την πρόταση αυτή να ασχοληθούν στο Eurogroup».

«Χωρίς μια προετοιμασία δεν θα μπορέσουμε να κάνουμε τίποτα», είπε ο ίδιος.

Μέρκελ: Υπάρχουν ακόμα πολλές ημέρες στην εβδομάδα κατά τις οποίες μπορούν να ληφθούν αποφάσεις

Μόνο όταν οι θεσμοί δώσουν σύσταση, θα μπορέσουν οι υπουργοί οικονομικών και οι ηγέτες να λάβουν απόφαση για την Ελλάδα, τονίζει η Γερμανίδα καγκελάριος Άνγκελα Μέρκελ, σημειώνοντας πως εξακολουθεί να υπάρχει χρόνος προκειμένου να ληφθεί οριστική απόφαση για την Ελλάδα αργότερα αυτήν την εβδομάδα.

Σύμφωνα με την Γερμανίδα καγκελάριο, αν οι θεσμοί δεν δώσουν σύσταση, τότε η σημερινή Σύνοδος θα είναι απλώς ένα φόρουμ συζήτησης.

Κατά την ίδια, πρέπει να είναι ξεκάθαρο ότι οι Έλληνες είναι έτοιμοι να κινηθούν, προκειμένου να υπάρξει συμφωνία.

Από την πλευρά του, ο Γάλλος πρόεδρος Φρανσουά Ολάντ δήλωσε πως αν δεν υπάρξει σήμερα συμφωνία, θα πρέπει να γίνει το παν ώστε να υπάρξει συμφωνία τις επόμενες ημέρες. «Αν έχουμε συμφωνία απόψε θα ήταν καλύτερα, αν όμως όχι, πρέπει να θέσουμε τα θεμέλια σήμερα ώστε να μπορέσει να υπάρξει συμφωνία τις επόμενες ημέρες», δήλωσε πριν την αναχώρησή του για τις Βρυξέλλες.

Η συμφωνία θα πρέπει να επιτρέπει στην Ελλάδα να παραμείνει μέλος της Ευρώζωνης, ενώ μια καλή συμφωνία θα πρέπει να προσφέρει λύσεις για τον προϋπολογισμό και ορατότητα για τις ελληνικές χρηματοδοτικές ανάγκες των επόμενων μηνών.

Με το βλέμμα καρφωμένο στις Βρυξέλλες και τις πυρετώδεις διαβουλεύσεις που θα κορυφωθούν με τη σύνοδο κορυφής το βράδι, παραμένει η διεθνής κοινότητα.

Η μπάλα είναι τώρα στο γήπεδο της ΕΕ και του ΔΝΤ δήλωσε ελληνική κυβερνητική πηγή, όπως μεταδίδει το πρακτορείο Ρόιτερς σημειώνοντας ότι η πρόταση που έχει καταθέσει η ελληνική κυβέρνηση αποδεικνύει την προθυμία της Αθήνας να καταλήξει σε συμφωνία.

Νωρίτερα η καγκελάριος της Γερμανίας ανέφερε ότι προϋπόθεση για να λάβουν μια απόφαση οι υπουργοί Οικονομικών της ευρωζώνης και οι οι αρχηγοί κρατών και κυβερνήσεων στη Σύνοδο Κορυφής που θα ακολουθήσει είναι να έχουν συμφωνήσει πρώτα τα όργανα των Θεσμών.

«Προσερχόμαστε με στόχο να πετύχουμε μια οικονομικά βιώσιμη συμφωνία, δήλωσε νωρίτερα ο Α. Τσίπρας πριν την συνάντησή του με τον Γιούνκερ.

Από την πλευρά του ο πρόεδρος της Ευρωπαϊκής Επιτροπής Ζαν-Κλοντ Γιούνκερ εμφανίσθηκε επιφυλακτικός λέγοντας ότι δεν είναι βέβαιος ότι θα υπάρξει σήμερα συμφωνία ανάμεσα στην Ελλάδα και τους πιστωτές της.

Ακολουθεί συνάντηση με τη συμμετοχή των Κριστίν Λαγκάρντ, Μπενουά Κερέ, Μάριο Ντράγκι και Γερούν Ντάισελμπλουμ, και στη συνέχεια η συνεδρίαση του Eurogroup.

Το απόγευμα ο πρωθυπουργός θα συναντηθεί με τον πρόεδρο του ευρωπαϊκού συμβουλίου, Ντόναλντ Τουσκ και θα ακολουθήσει η σύνοδος κορυφής.

Οι αποδόσεις των κρατικών ομολόγων της περιφέρειας της Ευρωζώνης μειώνονται, εν μέσω αισιοδοξίας ότι η Ελλάδα κινείται πιο κοντά σε μία συμφωνία με τους πιστωτές, εν όψει της συνόδου κορυφής της ΕΕ σήμερα το βράδυ, αναφέρει δημοσίευμα της Wall Street Journal. Η απόδοση των 2ετών ελληνικών ομολόγων μειώθηκε σχεδόν 3 ποσοστιαίες μονάδες στο 25,1%. Η αισιοδοξία επεκτάθηκε στα 10ετή ισπανικά και ιταλικά κρατικά ομόλογα – που είχαν επίσης εξασθενήσει τις τελευταίες εβδομάδες – με τις αποδόσεις τους να υποχωρούν κατά 14 μονάδες βάσης (0,14 της ποσοστιαίας μονάδας) και στις δύο περιπτώσεις και να διαμορφώνονται στο 2,14% και 2,15%, αντίστοιχα.

Η Κριστίν Λαγκάρντ, την ώρα που έμπαινε στο κτίριο και ενώ οι δημοσιογράφοι της φώναζαν για μια δήλωση ή έστω ένα νεύμα εκείνη ύψωσε το δεξί της χέρι εκνευρισμένη ζητώντας τους να σταματήσουν….

“Θα αλλάξει τις χώρες μας προς το καλύτερο. Θα αλλάξει όλη την περιοχή και τον κόσμο ολόκληρο προς το καλύτερο” είπε ο πρωθυπουργός της χώρας.

Με ενθουσιασμό εκφράστηκε ο πρωθυπουργός, Tony Abbott, για την υπογραφή ελεύθερου εμπορίου με την Κίνα, την περασμένη Τετάρτη, χαρακτηρίζοντας τη χρονική στιγμή ως “ιστορική” για τις σχέσεις των δύο χωρών.

“Θα αλλάξει τις χώρες μας προς το καλύτερο. Θα αλλάξει όλη την περιοχή και τον κόσμο ολόκληρο προς το καλύτερο” είπε ο πρωθυπουργός, ενώ ο υφυπουργός Εμπορίου της Κίνας, Wang Shouwen, δήλωσε ότι το Πεκίνο θα χρησιμοποιήσει τη συμφωνία αυτή ως μοντέλο στη 16μελή εμπορική συμφωνία που προωθεί με γειτονικά κράτη.

Ο ίδιος τόνισε ότι η εν λόγω συμφωνία είναι η πρώτη που συνάπτει το Πεκίνο με ένα από τα αναπτυγμένα κράτη, την Αυστραλία, παρά τις διαφορετικές οικονομίες και διαφορετικό χαρακτήρα των δύο χωρών.

Το γεγονός ότι χρειάστηκαν 10 χρόνια για την υλοποίησή της, είναι άξιο μελέτης τόνισε: “Θα πρέπει να δούμε γιατί απαιτήθηκε αυτό το διάστημα και ακόμη γιατί η όλη διαδικασία επιταχύνθηκε τα τελευταία δύο χρόνια. Να εξετάσουμε πώς αυτά τα μαθήματα και οι εμπειρίες μπορούν να χρησιμοποιηθούν στις άλλες του ίδιου τύπου συμφωνίες”.

Από την πλευρά του, ο Αυστραλός πρωθυπουργός έπλεξε το εγκώμιο του Κινέζου προέδρου, Xi Jinping, χαρακτηρίζοντάς τον ως “ευφυή και διορατικό” πολιτικό, “φίλο της Αυστραλίας”.

Στη συνέχεια, αγγίζοντας πιο “γήινα” επίπεδα “αυτή η συμφωνία για τον λαό της Κίνας σημαίνει περισσότερο βοδινό κρέας και καλύτερο κρασί” είπε.

Να τονιστεί ότι η Κίνα είναι ο μεγαλύτερος εμπορικός εταίρος της Αυστραλίας με το αμφίδρομο εμπόριο να έχει εκτιμηθεί πάνω από $160 δις το 2014.

Σύμφωνα με μελέτη του Κέντρου Διεθνούς Οικονομίας, η οποία δημοσιοποιήθηκε την περασμένη Τετάρτη, πριν την υπογραφή της συμφωνίας, το ελεύθερο εμπόριο της Αυστραλίας με τις τρεις χώρες, Κίνα, Ιαπωνία και Κορέα θα έχει ως αποτέλεσμα οι εξαγωγές να αυξηθούν κατά 11.7%, δηλαδή $17 δις περισσότερο μέχρι το 2035.

Πιο αναλυτικά, η εξαγωγή των γαλακτομικών προϊόντων θα αυξηθεί κατά 59%, των κρεάτων κατά 42.9% , του μαλλιού κατά 22% και των φρούτων και λαχανικών κατά 34%.

Αναφορικά με τις υπηρεσίες, αναμένεται μέχρι το 2035, να έχουν δημιουργηθεί στην Αυστραλία -ως συνέπεια της εν λόγω συμφωνίας με τις τρεις χώρες- 178.000 θέσεις εργασίας.

Greens ask Hockey to intervene on IMF debt crisis position.

A Senate motion put forward by Australian Greens Deputy Leader Scott Ludlam calling for Treasurer Joe Hockey to “express concern at the continued support by IMF officials for the austerity program in Greece” has been blocked by Labor and the Coalition.

The motion, put forward on Thursday, was addressed to Mr Hockey in his role as a member of the IMF’s Financial Committee and as a governor of the IMF and World Bank.

Senator Ludlam appealed to Mr Hockey to seek the support of other IMF member states to introduce “alternative measures that will better address social and humanitarian challenges in Greece”, and to “insist the IMF refrain from imposing policy conditions upon Greece which will potentially lead to a default of more than AUD$40 billion debt towards the IMF”.

Speaking in support of the motion, that was also moved by NSW Greens Senator Lee Rhiannon, Senator Ludlam said that he raised the matter in relation to “Australia’s ability to alleviate the extraordinary suffering that has been levied against the people of Greece”.

The Greens deputy leader said that the collapse of Greek GDP by more than 25 per cent over the past five years had produced “a humanitarian disaster”, and that “the collapse of the Greek economy has been almost intentional”.

Senator Ludluam added that Greece’s economic collapse had gone “hand in hand with the implementation of the most extreme form of austerity politics that has been prescribed by the troika of lenders: the ECB, the EU and the IMF.”

“Our Treasurer, Joe Hockey, is a member of the IMF’s International Monetary and Financial Committee.

“We are asking that the Senate call Mr Hockey and the governors of the IMF and the World Bank Group to ensure that further misery is not visited on the people of Greece.”

Put to a voice vote by Senate deputy president Glenn Serle, the motion was rejected overwhelmingly, with Labor and Coalition senators uniting to ensure its defeat.

What will the Greek Orthodox Church respond?

In a recent appearance, Pope Francis publicly announced that he would be open to the selection of a common date for all Christian denominations to celebrate Easter on the same day.

Although this may be seen as a harmless and practical move for some, others completely disagree with the proposal.

Well-known Russian theologian Protodeacon Andrey Kurayev took to the internet to express his thoughts on the matter, describing the suggestion as “prospectless” and “unrealistic”.

“The Pope’s proposal to designate a single all-Christian Easter day is unrealistic,” wrote Father Andrey on his blog.

“For the Catholics, the Pope’s decision is self-sufficient, whereas the Orthodox Christians are still tied by their tradition, or to be more precise, the decision of the First Ecumenical Council [in 325 AD].”

Though many remain uncertain as to why the resurrection is celebrated on different dates, there is a reason that stems back thousands of years.

Each denomination follows one of two calendars, Orthodox Christians having adopted the Julian and the Catholics follow the Gregorian.

With Easter celebrated on spring’s equinox day, the date naturally changes from year to year making it a moveable holiday.

Earlier this year Neos Kosmos conducted a poll, asking our readers whether they would prefer that Greek Easter coincide with the Catholic holiday, with 56 per cent voting for it to remain unchanged.

Pope Francis is not the first to propose the idea of a common date.

Pope John Paul II also put forward a similar suggestion, while in 1965 the Second Vatican Council also offered Christians the option to celebrate Easter on the second Sunday of April.

Although the Greek Orthodox Church has yet to release an official comment regarding the matter, based on the conference of Orthodox churches in Moscow in 1948 that ruled Easter and all other movable feasts must be in accordance with the Julian Calendar, it is predicted the church will not agree.
